Background

The Civil Service Commission is established to oversee the proper functioning of the Civil Service of the Jubaland State and to ensure that the Civil Service is efficient and effective in serving the community, affordable within state budget resources, and based on merit and equality of opportunity.

The Civil Service Commission is currently recruiting to fill a vacant position of Procurement Officer. This is a great opportunity for the right person to progress his/her career with the Civil Service and assist in Implementing Procurement policies and guidelines of the institution for the benefit of the people of Jubaland State of Somalia JSS).

 

  1. Purpose of the Position

The position is responsible for the development, coordination and preparation of the Consultant component of the procurement plan and tender specifications for procuring Consultants (firms or individuals) to support EAFS objectives. In addition, ensure procurement of Consultants is transparent, timely and at the right cost for the External Assistance Fiduciary Section

 

  1. Responsibilities and Duties
  • Lead the procurement planning process for engaging Consultants by the EAFS and prepare the Consultant component for the Procurement Plan for submission to the World Bank annually.,
  • Undertake procurement activities in accordance with approved procurement plans with respect to engaging Consultants for RCRF II Component activities and follow up on approvals (“No Objection”) where required from World Bank on all Consultant procurement activities.
  • Prepare bidding documents for procurement of consultants based on the JSS Procurement Department Standard Bidding Documents.Provide instructions for bidders on procedure for submission of bids. Manage the procurement process and provide all relevant documentation for procurements to Head EAFS for auctioning in a timely manner.
  • Provide technical advice to the tender committee on the appraisal and evaluation of Consultant bids on the basis of financial and non-financial criteria, co-ordinate and document the process to maintain robust and transparent records in accordance with ministry Guidelines and the JSS Procurement Policies and Procedures Manual.
  • Ensure implementation of tender evaluation committee decisions.
  • Ensure that procurement procedures as agreed in the financing agreement and contained in the ministry Operations Manual are followed in all material respects.
  • Work closely with procurement director Accounting Staff to ensure that all procurements are within approved budgets and that all required supporting documentation is available. In particular, ensure the commitment for the procurement activity is recorded in the FMIS before procurement action is initiated.
  • Prepare progress reports on Consultant procurement for inclusion in the Interim Financial Report (IFR) to be submitted quarterly to the World Bank.
  • Meet regularly with the Procurement Department Director to ensure currency with procurement policies, procedures and SBDs. Ensure current documentation is used for all Consultancy procurement activities.

  • Diploma in Business Administration or related field or Diploma in Purchasing & Supply Management
