Background

The Civil Service Commission is established to oversee the proper functioning of the Civil Service of the Jubaland State and to ensure that the Civil Service is efficient and effective in serving the community, affordable within state budget resources, and based on merit and equality of opportunity.

The Civil Service Commission is currently recruiting to fill a vacant position of FMIS Clerk. This is a great opportunity for the right person to progress he/she career with the Civil Service.

 

  1. Purpose of the position

The main role of FMIS clerk is to assist the department on carry out responsibilities in relation to automation and integration of public financial management processes including BPM, RMS, AMS, and FMIS solutions can significantly improve the efficiency and equity of government operations, and offer great potential for increasing participation, transparency, and accountability. Whenever FMIS and other PFM information systems are linked to record and report all daily financial transactions, offering reliable consolidated platforms can be referred to as integrated FMIS.

 

  1. Duties and responsibilities
  • Collect, and extract data related to the FMIS reports.
  • Responsible for data creation of Accounts, Project, Ministry, Fund and Locations/consolidation for reporting.
  • In charge of data extraction with the dynamic format upon requests for internal & external needs (historical data, current data, and so on …)
  • Preparing reports and uploading online or creating Web reports.
  • Technical assistant to support all issues related to FMIS.
  • Monitor, confirm, and/or troubleshoot a range of routine operations, including routine reports, maintenance of project codes, identification of transactions, and response to data calls.
  • Support critical activities including Monthly Finance Statement (MFS) Reports, monthly reconciliations, and tracking, including research and resolution of issues.
  • Prepare Financial Reporting deliverables to internal and external staff members on the financial status of the ministry.
  • Manage project coding in all management systems – creation, modifications, obligations, etc.
  • Assist in budget exercise reporting and reconciling multiple financial templates into summary reports.
  • Prepare routine and ad-hoc financial reports using innovative means to meet the dynamic needs of the ministries’ annual budget closeout.
  • Ensure Financial Standard Operating Procedures are up to date and work processes are being followed.
  • In coordination with the FMIS director and other department directors, monitor costs against the budget, including tracking of accruals.
  • In coordination with the FMIS director, assist in the reconciliation of the Funding Concurrence Memo (FCM) funding and expenditures.
  • Prepare financial reports on monthly, quarterly, and annually for the ministries’ FMIS department.
  • Perform any other task assigned by the supervisor.
  1. Qualifications & Experience
  • Diploma in financial management and accounting, economic or related field
  • 2 years with similar work experience
  • Sound public financial management skills- essential
  • Computer literacy and familiarity with accounting software packages.- essential

  • Managing financial data.
  • Must be knowledgeable in accounting practices and procedures
  • Inclusive of cash management techniques.
  • Must possess good leadership and team building skills.
  • Ability to motivate and mentor Treasury Department staff
  • Ability to plan and organize work, including special assignments in order to meet
  • Must be able to develop strategic and corporate plans for the Department.
