DUTY STATION:Kismayo, Jubbaland 

 

  1. Purpose of the Position

The TPC will liaise and coordinate with units within the MoF, other Ministries and State Agencies in JSS, external governments (Federal, State and Local) in Somalia.  The TPU will further liaise and coordinate with Constitutional Commissions and related entities and forums concerned with fiscal federalism and harmonisation to develop appropriate policy and legislative mechanisms and are in place to secure JSS’s Own Source Revenue (OSR), through direct collection and indirect revenue sharing.  The TPU will work closely with external policy and technical advisors and other programmes coordinating with the World Bank.

 

  1. Duties & Responsibilities
  • Assist and provide support to the Director … in dischargingduties, functions and responsibilities.
  • Develop expertise of in-house research and analysis of issues relating to revenue policy and administration, covering all forms of taxes, duties and fees/charges.
  • Work with JSS MOF revenue collecting department to evaluate revenue mobilization proposals using the criteria of relevant good taxation principles;
  • Develop recommendations for tax policy changes to MOF on the basis of analytical research;
  • Estimate, on annual basis, tax expenditure by the Government.
  • Undertake tax incidence analysis for major taxes at least for major taxes and inform tax policy making by the Government.
  • Outsource research and analysis of issues relating to Tax Policy and Tax Administration reforms where the required expertise does not currently exist.
  • Assist MOF to monitor revenue collection by JSS, including revenues that are subject to collection/sharing/transfer arrangements between JSS, other FMSs, FGS and Local Governments.
  • Develop periodic reports on revenue policy and related matters;
  • Contribute to team effort by accomplishing related results as needed.
  • Maintain a liaison with government, business and sectoral representative groups, non-government orgsanition, regional and international institutions, and other stakeholders within JSS and throughout Somaliaat all levels.
  • Develop a programme for revenue policy awareness and information sharing, through multiple media.
  1. Qualification and Experience:
  • Certified academic study in the areas of Financial Management, Revenue/Taxation/Customs, Project Managementor a related disciplinewill be preferred.
  • Understanding of Somalia’s constitutionalframework and the drivers for stable and fair government and public administration in JSS.
  • relevant professional experience of 2 years in corporate / public sectors in the fields of taxation, with strong emphasis on issues relating to tax policy & management.

 

  1. Competencies
  • Strong analytical as well as advanced quantitative skills to support economic research and analysis.
  • Willingness to develop skills through training and knowledge acquisition.
  • Proficiency in document software such as MS Office and online communication platforms
  • Proficiency in written expression to convey complex concepts in accurate and meaningful ways.
  • Proficiency in Somali is essential and proficiency in English would be an advantage.
  • Willingness to travel as required by the Director … for the performance of duties.
