Background

The Civil Service Commission is established to oversee the proper functioning of the Civil Service of the Jubaland State and to ensure that the Civil Service is efficient and effective in serving the community, affordable within state budget resources, and based on merit and equality of opportunity.

The Civil Service Commission is currently recruiting to fill a vacant position of Tvet & Non-Formal Education Director. This is a great opportunity for the right person to progress his/her career with the Civil Service and provide leadership in establishing the policies & guidelines of the Ministry for the benefit of the people of Jubaland State of Somalia (JSS). The Departmental director will support the Ministry in implementing the policies for effective and efficient service delivery

  1. Purpose of the position

The position will provide inputs in developing monitoring evaluating in reviewing implementation of higher education and vocation training polices guidelines and standard he/she will oversee and coordinate the provision of higher education.

Develop monitor and evaluate the implementation of higher education development programmers and project furthermore the incumbent will promote and facilitate research activates academic and professional excellent in higher leaning institutions.

He/she will coordinate management support services provided by higher education

Agencies promote and sustain regional and international cooperation on higher education and enhance public awareness on functions and role of higher sector.

  1. Roles and Responsibilities
  • Lead the overall planning and management of TVET, ABE, NFE, Adult and Mobile Education functional areas in close collaboration with the Director General and other Education Stakeholders.
  • Monitor and review the performance of TVET, ABE, NFE, Adult and Mobile Education institutions and advice accordingly.
  • Provide inputs in developing, monitoring, evaluating and reviewing implementation of various education policies and Curriculum on TVET, ABE, NFE, Adult and Mobile Education.
  • Ensure that the TVET, NFE, ABE and other projects are implemented in accordance with the work plans and the involvement of partners and concerned stakeholders at all levels.
  • Ensure and promote that effective cost-recovery and quality assurance systems are applied by TVET, ABE, and NFE Centers.
  • Supervise the performance of departmental staff and foster a work culture that is flexible and encourages diverse thinking and personal
  • Coordinate and facilitate the capacity building of TVET, NFE and ABE Staff by MoE, Local and international implementing partners in delivering common objectives to tackle the challenges of youth employment in the targeted regions of the state.
  • Develop proposals, new programs, budgets and initiatives for the purpose of meeting TVET and NFE strategic plans and goals to support recruitment, supervision and evaluation and implementation of all programs.
  • Advise senior Ministry officials on matters pertaining TVET and Non-Formal Education at state level.
  • Develop and issue guidelines and regulations on the management and administration of TVET, ABE, NFE, Adult and Mobile Education and monitor and evaluate their implementation.
  • Promote and facilitate research and data collection and storage on issues pertaining to TVET, ABE, NFE, Adult and Mobile Education.
  • Provide support to the preparation of TVET, ABE, NFE, Adult and Mobile Education budget.
  • Develop and evaluate projects and programme and mobilize resources for TVET, ABE, NFE, Adult and Mobile Education.
  • Maintain and register TVET, ABE, NFE, Adult and Mobile Education institutions or Centers;
  • Analyze, translate and facilitate operations of TVET, ABE, NFE, Adult and Mobile Education Regional Development programme.
  • Coordinate the recruitment and training of trainees and trainers for TVET and other sub-sectors of the department.
  • Promote and facilitate admissions, ensure quality education and equitable access to TVET, ABE, NFE, Adult and Mobile Education at affordable cost.
  • Coordinate staff welfare matters in TVET, ABE, NFE, Adult and Mobile Education institutions.
  • Coordinate and facilitate Regional and national cooperation on TVET, ABE, NFE, Adult and Mobile Education.
  • Develop work plans and ensures timely, efficient and effective implementation of these plans towards the achievement of outputs, outcomes, and alignment with programs priorities.
  • Coordinate the implementation of the assigned functional areas with internal and external stakeholders, thereby contributing to quality, equitable and inclusive education.
  • Lead the integration of cross-cutting issues (gender, protection, youth, Human Rights and inclusion) by mainstreaming them into the assigned functional area.
  • Prepare daily, weekly and monthly reports of the department.
  • Carry out any other duties as assigned by the management
  1. Qualification and experiences
  • Bachelor degree in educational planning management or related field
  • Five (5) years of progressively responsible in related experiences to include three(3) years of experience in administration and education planning and project management
  • Must have show evidences of a working knowledge of the principles quality management or commit to begin   training in the area of quality within the first  six (6) month of  employment
