1. Purpose of the Position
The Policy Planning & Research Officer is responsible for supporting the development, implementation, monitoring, and evaluation of organizational policies, strategic plans, and research initiatives. The position conducts policy analysis, gathers and interprets data, prepares research reports, and provides evidence-based recommendations to support informed decision-making, organizational effectiveness, and the achievement of institutional goals. The officer works closely with internal departments and external stakeholders to ensure that policies and strategic plans are aligned with legal requirements, government priorities, and organizational objectives.
2. Key Responsibilities:
- Conducting research, policy analysis, and environmental scanning to identify emerging issues, trends, and opportunities relevant to the organization.
- Supporting the development, review, and implementation of organizational policies, strategies, and operational plans.
- Collecting, analysing, and interpreting qualitative and quantitative data to inform policy and strategic decision-making.
- Preparing policy briefs, research reports, concept papers, discussion papers, and recommendations for senior management.
- Coordinating strategic planning processes, including the preparation and review of annual work plans and organizational strategic plans.
- Monitoring the implementation of policies, strategies, and action plans, and preparing periodic progress reports.
- Developing and maintaining policy and research databases, ensuring accurate documentation and record management.
- Collaborating with departments, government institutions, development partners, and other stakeholders to gather information and support policy initiatives.
- Supporting monitoring, evaluation, and learning (MEL) activities by analyzing performance indicators and reporting on organizational outcomes.
- Assisting in the design and implementation of surveys, assessments, evaluations, and other research activities.
- Ensuring that organizational policies comply with applicable laws, regulations, and institutional standards.
- Identifying policy gaps and recommending practical improvements to enhance organizational performance and service delivery.
- Preparing presentations, briefing notes, and meeting materials for policy discussions and strategic planning sessions.
- Supporting knowledge management by documenting research findings, lessons learned, and best practices.
- Maintaining confidentiality of sensitive policy, research, and organizational information.
- Performing any other duties assigned by the supervisor that are consistent with the objectives of the position
- Qualifications and experiences
- Diploma in Public Policy, Public Administration, Political Science, Economics, Development Studies, Research and Statistics, Social Sciences, Strategic Management, or a related field from a recognized institution.
- Secondary certificate.
- Excellent computer skills.
- 3 years’ experience of which should be in office management
- Previous clerical, administrative, or finance-related experience

- Proficiency in qualitative and quantitative research methodologies.
- Ability to collect, analyze, interpret, and present data to support decision-making.
- Knowledge of monitoring, evaluation, and performance management frameworks.
- Excellent report writing, policy brief preparation, and documentation skills.
- Familiarity with statistical and data analysis tools (e.g., Microsoft Excel, SPSS, STATA, or similar software) is an advantage.
- Good understanding of government policies, legal frameworks, and institutional governance.
