The Civil Service Commission is established to oversee the proper functioning of the Civil Service of the Jubaland State and to ensure that the Civil Service is efficient and effective in serving the community, affordable within state budget resources, and based on merit and equal opportunity.
The Civil Service Commission is currently recruiting to fill a vacant position of Regional Education Supervisor. These are great opportunities for the right people to progress their career with the Civil Service and assist in establishing evaluation policies and monitoring guidelines of the Ministry for the benefit of the people of Jubaland State of Somalia JSS).
1. Purpose of the position
The aim of this position is to maintain and enhance tracking, review and assessment of implementation performance and programs and activities of the education sectors and JSS partners by providing technical information on monitoring and evaluation outcomes.
2. Duties& Responsibilities
- Directs and provides technical inputs on monitoring and evaluation parameters to improve planning, programming and implementation of policies and programmes for JSS Regions.
- Develops in-depth knowledge of monitoring and evaluation system relevant to the mandate of the ministry to guide performance tracking activities of M&E.
- Assists in defining monitoring and evaluation requirements of projects and programs of the region.
- Assists to develop monitoring tools, formats and undertakes data collection activities of the ministry, conducts preliminary analysis of monitoring data and submits report to the Director.
- Supports departments to appreciate M&E activities by assisting staff of the department to understand the monitoring and evaluation system including performance indicators, evaluation criteria, and assessment and scoring methods to facilitate timely delivery of plans and programs.
- Work closely with the schools and social services departmental staff to improve the quality of education in jubaland through supervisory duties.
- Provide timely and accurately educational progress report from his area of work
- Represent the ministry of education in far areas where he/she is stationed to work
- Works closely with department to ensure that data collected for purposes of evaluating development policy performance is credible and of high quality.
- Prepares and submits technical and performance reports on monitoring and evaluation activities to the Director.
- Keep records of collected date for future use.
- Prepare monthly and quarterly reports as per the needs of the ministry management.
- Carry out any other duties assigned by the management.
3. Qualifications and Experience
- Bachelor’s degree in Education, planning and administration or social sciences
- 4 years of relevant work experience in education quality assurance & standards
- Post graduate in quality assurance and M&E is added advantage
